GSA announced the new Professional Services Schedule migration in early 2014, and the related consolidation of 7 existing schedules. GSA’s goals include increased contract usability, increased program efficiency, and reduced administrative costs – all hallmarks of category management. The 7 existing schedules encompass more than 4,400 contracts and 440 firms. Schedules included in the migration to PSS:
- 520 Financial and Business Solutions
- 541 Advertising and Integrated Marketing Solutions
- 738 II Language Services
- 871 Professional Engineering Services (PES)
- 874 Mission Oriented Business Integrated Services (MOBIS)
- 874 V LogWorld
- 899 Environmental Services
While 00Corp is part of the overall professional services offering, it is not part of the migration to PSS.
Contractors with a single contract on one of the 7 existing schedules must wait until the official PSS solicitation date of October 1, 2015, to convert to the new contract. A mass modification with an expected release date of August 1, 2015, will be sent to all current contract holders and would take effect on October 1, 2015. Those firms with 2 or more contracts on the 7 existing schedules should have submitted a migration package by December 31, 2014. GSA identified 440 firms affected by the change and as of February 23, 173 had submitted migration packages, 44 of which had been completed. That means 267 firms still need to submit their migration packages. Once processed, contractors will receive a new award letter that must be provided to their current customer agencies and updated on GSA Advantage. GSA representatives stated that migration will not affect terms and conditions.

What happens to our current GSA contract? It is cancelled once you have migrated to the new PSS.
What happens if we don’t migrate? Your current contract will be allowed to run for 1 year or the remainder of the current option period, whichever is shorter.
What if we only have 1 GSA contract, can we migrate now to the new PSS? No, single contract holders must wait until October 1, 2015, then accept the modification in order to convert.
What if we want to get on one of the existing schedules before migration? The current lead time to evaluate new offers is 12 months. As such, your offer will not be reviewed before migration and you would be forced to submit a new offer after October 1, 2015.
